Living in the city vs commuting in

NYC income tax follows where you live, not where you work. Yonkers residents pay a surcharge of 16.75% of their New York State tax instead, which comes to $814 at $100,000.

The New Jersey column is for someone who lives and works in New Jersey. A New Jersey resident who works in New York has New York State tax withheld and claims a credit for it on the New Jersey return, so they end up paying roughly the higher of the two states' taxes, and no NYC tax.
